Terms of Reference for the Conference on Cooperative Development and
Sharing of Chinese Resources (CCDSCR)
Foreword
The Conference on Cooperative Development and Sharing of Chinese Resources (CCDSCR) is an international cooperative conference which aims at enhancing the mutual construction and sharing of Chinese resources worldwide. Established in 2000, the conference had been held in Beijing, Taipei, Macau, Nanjing, Hong Kong, Dunhuang and Lanzhou with contributing participants came from Mainland China, Hong Kong, Macau, Taiwan, Japan, Singapore, United States of America, United Kingdom and the Netherlands, etc.
The terms of reference are established to assure the sustainable development of the work in promoting the construction and sharing of Chinese resources.
Terms
- Name
The name of the conference is “Conference on Cooperative Development and Sharing of Chinese Resources”, abbreviates as “CCDSCR”.
- Objectives
Through discussions and substantive cooperative projects on the cross- boundary construction and use of Chinese resources, the conference aims at promoting the exchange and cooperation among libraries and information institutes worldwide, with a view to enhancing the mutual construction and sharing of Chinese resources.

- The Conference
The conference is scheduled biannually, with each conference lasting from 2 to 4 days. There will be a main theme set for each conference in order to facilitate discussion on mutual construction and sharing of Chinese resources and through the presentation of topical reports, to discuss new cooperative projects.
- Management
- To set up a CCDSCR Council (the “Council”)
- Responsibility of the Council: To confirm the theme, organizer and joint organizer(s) for each conference; to endorse the registration of new projects; to monitor the progress and delivery of concluding reports of established projects; to deliberate on financial matters and to discuss other major issues.
- The Council comprises representatives from the following: The National Library of China (NLC), the Security System for the Higher Educational Documents of China (represented by the Peking University Library), the National Science Library of the Chinese Academy of Science (CAS), the representatives from Hong Kong, Macau, Taiwan and overseas. The 3 representatives from Mainland China have 2 votes and other representatives have 1 vote each.
- A representative from the Council will serve as the Executive Chairman for a term of 2 years in a rotating basis. The institution where the Executive Chairman serves is responsible for organizing the conference and the Council meeting within his/her term.
- A Secretariat under the Council is set up in the NLC. The Secretary General should be appointed by the NLC and the Deputy Secretary General should be nominated by the institution where the Executive Chairman serves.
- The Council meeting should be held annually, and normally in November every year. The Council can invite any co-opt members to join the meeting if deemed necessary.
- Projects management: The respective Project manager of each project is obliged to report to the Council regularly to ascertain the progress of the project.
- To set up a CCDSCR Council (the “Council”)
- Promotion
- The NLC is responsible for the construction and maintenance of a CCDSCR homepage.
- The Council, the organizer or joint organizer(s) can promote the conference through media.
- Funding
- The Council can endorse the invitation of donations through the CCDSCR if necessary.
- The organizer and joint organizer(s) can seek sponsorship from Government departments or social institutions if necessary.
- The organizer and joint organizer(s) can seek sponsorship from social institutions to organize the conference if necessary.
- The Council can endorse the setup of a foundation if necessary.
If there is any inconsistency between the Chinese and English versions, the Chinese version shall prevail.
